Who does the regulation apply to?
It applies to all companies carrying out economic activities in Norway with an average annual energy consumption of at least 2.5 GWh over the past three years — roughly equivalent to 250,000 liters of diesel. This means most construction and building companies are required to report.

They must report in accordance with the Energy Auditing Mandates (EKF) by October 1, 2026. After that, energy mapping must be conducted at least every four years. The mapping is not considered complete until it has been submitted to Enova.What should the energy mapping include

It must cover at least 90% of your company’s energy use and be based on updated and measured data where available.
It should also include historical energy consumption trends.
Measures and Action Plan
Construction and building companies must identify concrete energy efficiency measures, calculate the profitability and energy savings for each measure, and consider options such as district heating, district cooling, surplus heat utilization, and renewable energy production.
